Excess Cold Training

This interactive session is intended for housing enforcers working in local authorities. The session will consider the impacts of cold on health as well as fuel poverty and excess Winter deaths.
Using recent case studies and HHSRS worked examples along with some associated enforcement measures used to address excess cold.
The session also examines the cycle of decay in housing covering relevant elements of construction, insulation and energy efficiency. We will also look at energy performance certification and provision of false information.
In a country strongly reliant upon imported gas supplies facing potential disruption from overseas conflicts that potentially affect price increases and supply, the session examines what role housing enforcers at street level can play when inspecting and regulating to risk assess and articulate the potential dangers, and signpost those who are vulnerable to “heat, eat or pay rent” to sources of energy efficiency provisions or relief funding based on entitlement.
